Focusrite Saffire Pro 40 endless loop

My Focusrite Saffire Pro 40 goes into this loop of what I believe is switching bit rates when I launch a program like Vegas, or Cakewalk or Discord for example on a Win 10. The looping is accompanied with a popping sound (not heard in this video)

Sometimes it does that for about a minute and then starts working again, but other times (mostly when I launch Discord) it keeps looking for several minutes but never stops. The only fix is restarting the computer.
