How Do I Use the iCloud Drive and Be Able To Access Them If There Is No Internet Connection?

I love the iCloud Drive. Recently had no internet and tried to work on my files on my MacBook but they wouldn’t open. My question is if I have documents and folders in the iCloud Drive are they fully accessible with my MacBook when I do not have access to the iCloud like when there is no wifi service?
