How Do I Unblock Chrome Extensions?

The previous owner of my macbook pro worked for a school and did not fully wipe before selling to me. There are still restrictions on some things. The most frustrating are installing chrome extensions and connecting to iCloud. I have administrative rights but no idea where these types of permissions are located. I am also unable to update the OS any higher than El Capitan.
