How Do I Start Page Numbering Later In a Document?

The first 14 pages of a manuscript are taken up by the title page, dedication, foreword, table of contents, and acknowledgements.
According to Art Bookbindery, the above items should either have no page numbers or, if they’re supposed to be numbered, it must be in Roman numerals.
The first page that requires an Arabic number, i. e., 1, 2, 3, 4 …. is actually page 14 of the document. When I click on the footer and attempt to add page number 1, it will only insert the number 14.
