Kernel prepatch 4.20-rc3

The 4.20-rc3 kernel prepatch is out for
testing. 'The changes in rc3 are pretty tiny, which means that the
statistics look slightly different from the usual ones - drivers only
account for less than a third of the patch, for example.'
