Should I start to join the Apple Developer program if my current on-going develop app will take 1 year to complete?

Currently, I am in the process of of developing my first planned to published iOS app.
I estimate it will take me roughly 1 year to complete the app, based on my learning & developing speed. I was wondering, should I start joining Apple developer program, by paying $100 per year? Is there any risk that I am no joining now? Like, for some unforeseen reason, I am not being accepted to Apple developer program? Or, is there any benefit I can gain from the developer program, which will help me in learning & developing the product?
